The Open Access and Open Archives movement

The Open Access movement, which began in the mid-1990s, developed in response to the risk of depletion of the range of documents made available by universities. Constant increases by the big scientific publishers in the subscription costs for scientific journals are forcing a growing number of libraries and documentation centres to restrict their subscriptions. The aim of this movement is to give free access to scientific publications produced as a result of research funded by public money.

To meet this challenge, researchers have two options:

  • To publish their articles in an Open Access journal, which is freely accessible to readers
  • To deposit their scientific output (whether published or not) in an open archive, a data storage facility freely accessible to readers

Unlike Open Access publication for which some publishers demand a publication fee, access to these archives remains completely free of charge.

The excellent referencing by search engines enjoyed by the national open archive HAL gives the scientific output deposited there enhanced national and international visibility.

Objectives of the initiative

The Open Archives Initiative aims to facilitate convergence of the procedures used by different member institutions or associates, to develop the skills of the different stakeholders (researchers, academics, PhD students, archive managers) and to make existing schemes more effective.

To meet the needs of the institutions on the LR site (national and international visibility, management, etc.) and participate in the international Open Science movement (open access to research publications and data), the Open Archives Mission focuses on two areas:

  • Implementation of a strategy designed to improve the flagging and visibility of scientific output
    • Developing Open Access awareness, training and support actions for researchers
    • Participating in projects run by regional working groups (Agropolis CIST, Open Access Languedoc-Roussillon) and national working groups (GTAO, CasuHAL)
  • Development of databases of scientific publications (content and services)
    • Participating in the development of existing open archive schemes
    • Training and supporting open archive managers
    • Organising teams responsible for schemes
