Operation Campus is a far-reaching university buildings improvement plan launched by the French President. Its goal is to develop campuses of excellence to act as a showcase for France, and increase the attractiveness and influence of French universities generally. It was launched in February 2008 as a response to a university buildings crisis: nearly a third of university buildings are out of date. There are 12 Operation Campus initiatives being run throughout France.

Following the call for proposals launched by the government, the universities running the joint universities project in Montpellier (University of Montpellier, Paul-Valéry Montpellier 3 University, Montpellier Higher Institute of Chemistry, Montpellier SupAgro, and CROUS in Montpellier) submitted an application with support from the regional and local authorities (the Languedoc-Roussillon Region, Montpellier City Council, and Montpellier Méditerranée Métropole). To make the Montpellier Operation Campus project a success, the institutions involved in the project decided to join forces within COMUE Languedoc-Roussillon Universités, and to give this new body responsibility for the supervision and operational management of the project. As the privileged point of contact with the French Ministry of Higher Education and Research (MESR) and the representative of the institutions, Operation Campus Montpellier works with its partners to define the development plans, and is responsible for their implementation and management.


Sources of funding for Operation Campus Montpellier

ComUE Languedoc-Roussillon Universités: interest from a capital grant of €325 million paid annually
Languedoc-Roussillon Region: investment budget of €162.5 million for university operations
Montpellier City Council: budget equivalent to €60 million for urban development
Montpellier Méditerranée Métropole: construction of Line 5 of the tram system, which should provide extensive services to the universities.

Operation Campus Montpellier is an exceptional partnership project to improve university buildings, paid for by the government, the Languedoc-Roussillon Region, Montpellier Méditerranée Métropole, and Montpellier City Council for the benefit of the University of Montpellier, Paul-Valéry Montpellier 3 University, Montpellier Higher Institute of Chemistry, Montpellier SupAgro, and CROUS. Its goal is to develop campuses of excellence that will increase the attractiveness and influence of the universities in Montpellier. The challenges of openness to the city, renovation of the university buildings, and energy transition are at the heart of the project.
